Matapos ang pagsabog sa Davao City na kumitil ng buhay ng mahigit na 14 na tao, nagdeklara ang Administrayong Duterte ng State of Lawless Violence. Unang idineklara ito sa MIndanao nitong mga nagdaang oras, ngunit, ginawa na itong nationwide. Kinumpirma ito ni Chief Presidential Legal Counsel Sal Panelo sa CNN Philippines.
Ayon kay Panelo, “State of lawlessness is to be applied nationwide. In fact, when I monitored the Defense secretary saying that, I had to call Mr. Bong Go to clarify and he said it is nationwide. The reason of the declaration of state of lawlessness are anchored on the following grounds. First, we have a drug menace which is all over the country, 98% of the Barangays have been infiltrated and there are extra-judicial killings related to drugs. Number 2, criminality is still ongoing. Number 3, there is still terrorism. Number 4, the Abu-Sayyaf problem. Because of all this, the president decided to acquire the provisions of the constitution, which states that, when necessary the President may call the arm forces to suppress and prevent lawless violence. We now have a state of lawless violence in the country, that is why he has to declare that.”
Dagdag ni Panelo na hindi martial law ang dineklara ni Pangulong Rodrigo Duterte. Mas dadagdagan lang daw ang pwersa ng militar para bantayan ang estado.
“It is not martial law. It only means that the arm force will be on heightened alert. Ang ibig lang sambihin niyan ay kung ordinaryong pagbabantay natin sa ating mga kababayan, eh doble, triplehin natin, upang ma-secure natin ang safety. For instance, kung isa,dalawa lang ang checkpoints natin, eh dadamihan na natin. Because, we do not know kung sino nakasaay diyan, baka mga terorista iyan o mga druglords iyan.” sabi ni Panelo.
